According to a US government report GoingIf the law enforcement wants, Google can unlock the phones by avoiding the passcode of some Android phones. This means that even if you do not know the passcode of these phones, Google has a ‘master key’ or way to unlock the devices. And Google can do all this from a distance.

Google may apply this capability to devices running Android OS running any version earlier than Android 5.0. Full disk encryption technology has been added to the Android operating system from Android 5.0, although it is not enabled by default. So if customers turn on full disk encryption on the latest Android powered phones, then Google will no longer be able to access the phones remotely.

Since Android devices run by versions before Android 5.0 Currently a total of Android devices 64.1 percent, so Google can break the passcode of this huge amount of Android device remotely if it wants (if such an order comes).

Apple can also bypass the passcodes of Apple devices running earlier versions of iOS 7. In other words, Apple has the ‘master key’ of those devices.
